Just a quick question about spells

Hey all. I just wanted to ask why certain spells don't work on servers. Is it my game messing up or is it the server not having the right settings. An example is i can't summon a skell pet and life leech spells only do dmg they don't return any life to you. Sorry i can't give you the specifics im not the best at computer terms. Well thanks all later
