Thats correct. because we have them dropping from non-fabled difficulty npcs, there is no justification for them to mudflate the players.
this way, you can have one item, and you have to sacrifice it in order to pickup a new one. it keeps people from doing what they did during first half of beta and during alpha testing, which was to just spend all their time looking for fabled loot ignoring the quests, the regular stuff, and sharing camps
this comes into play alot more later on, when you are able to get the ntov / sleeper fabled items, a single one of those items, in some cases is as good as an entire set of gear from those same zones - and having a full set kind of diminishes the player race-class-deity differentation mechanics we've implemented.
