what are you compiling with VS 2010? 08? 12?

Copy all the right files?
When you compiled (the new SVN for the server files) did you get 6 success 0 fails?
Did you make sure it was set to 32 bit or 64 bit?
Just walk through your steps one at a time starting at the begining. I'm sure you might have just missed something. I find when I miss something or forget I usualy have a "DOH!" moment.
I would suggest to using VS2010 it seems to work the best.
also not sure about the perl think I used Perl 5.12 for the 32 bit.
And it doesn't seem to matter on the MySQL, I'm using 5.5 that comes with Wamp.
The only other major thing is making sure you have all the right files copies from the right folders and make sure you have your server config file configured correctly. If you do everthing right shouldn't have any problems. I found it much easier to do now then a few years ago. There was A LOT more steps.
