Quest turn in not working

Ok here is my problem. I am using the peqquests-rev2197 files. I put the quest files in the emu folder and pulled out the plugins folder. The NPC's all respond to hails and give quests but they won't take any turn in items. Well thats not quite true. If i give them the wrong item they say they don't want it but if I give them the quest item they take it but it doesn't complete. Looking at all my log files I only have 2 errors. the first is

Path File ./Maps/neriakc.path not found.

My search on the site says this is not really important and I guess thats true because that is all I can find on it. The second error is

Unable to read perl file 'quests/neriakc/player_v0.pl'

Now I see I am missing a file here but I can find NO info on it. Normally when that happens it means I'm doing something so dumb no one else needs to even ask the question. Is it something I have to make myself? That is the best I can come up with because it is the only error I get in any log file and I only get it when I turn in quests. Also I have the check_handin and quest_handin in the plugin folder so I am guessing I am good there. Thanks for any help.
