Problem interacting with NPC

I'm new to running an EQEmu server and things have gone well up until today were I have run into a snag. My searching the forum has not netted me any clues as to where I have made my mistake with the server.

I zoned into North Ro and have not been able to interact with any of the NPCs. If my toon casts a spell targeted at a NPC then I get a message that states "Your spell would not have taken hold on your target." In addition when the toon engages in melee combat nothing happens.

Any guidance would be much appreciated.
