No mobs or spells but items work

Seems that the database is only half connecting, I cannot use any spells, when I #findspell it comes up with no results and trying to scribe a spell in my spellbook returns the error: Unexpected error: spell id out of range

Also, there are no NPCs in my world.

I followed the Setting up a Windows Server guide from scratch, sourced all the required things, and just cannot figure out why my server has no spells or NPCs.

I can summon items just fine, and my characters that I make get saved into the database.
