Error 1017 OR Zone Not available Win 2k and 98 1st edt

Ok got a couple questions again
1) DOES ANYONE HERE OPERATE WINDOWS 2000 I HAVE NOT SEEN A SINGLE FORUM ABOUT WIN2K OPERATING A SERVER RIGHT
2) I also have a 98 system with all the files so I got 2 systems I can try anything you guys tell me to
3) How do I fix a LOCKED server Aka 1017 error (although my friends can log on create a character <win 2k server> just get a unable to boot zone or whatever) Need answers for both or either win 2k or win 98 1st edt I get no errors
4) Can you guys PLEASE Give me every single tiny itty bitty details you guys know abour running servers on Windows 2000 adv server family edt AND Windows 98 1st edt

Here are copies of all the text in my main EQEMu server files. ALSO I am trying to run a public server NOT a minilog server I wanna give you guys some nice items I hacked EX 2dly 100k dmg weapon 1k+ to all stats 750khp (if I ever get this stuff to work)
