Default EQEmu and the databases

Hi,
I have a question regarding EQemu. I don't know much about the coding of the emu or such, so I'll ask this question. In the UO emulators you had to go in manually and populate the whole world piece by piece. With EQemu and these databases, does it make it so a user can setup the server load the database and BINGO the entire world is populated with items, spawns, doors, npcs, etc???? or will the user still have to manually populate the entire world or zones being used?
