eqtime.cfg

I really hate to ask this question but after a couple days of on and off reading I just can't make heads or tails of the eqtime.cfg. Is it needed or handled buy the db? If needed, where do you get the one that matches the db? or if I have a copy how do I sync it with the db so the spawn events work correctly? I am sitting on a new build and have yet to start the server. I would appreciate any push someone can offer.
