Can't make more than 3 acc a week?

So I went to make a login account for a new flex quest server these guys put up. When I made this account I wanted a login for each class, like I do for p2002, and it said I can't do more than 3 the first week, then one per week after... wtf? Is there an admin or something I can talk to in order to change this?
