Teleporting NPC's

Can any one help me? I want to add an NPC that a player can hail, and ask them for a TP to another zone.

i.e. NPC on the dock at Freeport who can teleport you to the dock in OOT or BB.

What command can I use to do this, and an i.e. if you can.
