Problem with the Patcher.

Alright, I put it into my EQ Root Directory. C:\Program Files\EverQuest, I open it and it says Run-time error '-2147287038 (80030002)':

File C:\Program Files\EverQuest\patchsrv.dat cannot be found.

Anyone know what this file is and where I can get it?
