Default Error running Boot5zones.bat

First when running world.exe it gives the following line when trying to load EQ time of day:
Loading EQ time of day...Reading time file failed, bytes read: 0
failed.

Then when I try and run Boot5zones.bat each of the 5 instances of Zone.exe get this error popup:
Zone has caused an error in ZONE.EXE.
Zone will now close.

If you contine to experience problems,
try restarting your computer.

Please note that restarting the computer does not solve the problem.

The following is the text form my Boot5zones.bat:

REM: When you are using minilogin, Replace all IP Addresses to say 127.0.0.1

The following is the text from my LoginServer.ini:
