Default Questions on Custom Items and Spells...

I'm looking to get into world building stuff, specifically with the interest of creating custom items, spells, NPC's, and quests. Right now I'm trying to figure out the items and spells first and I could use a little help.

First, is it possible to create a combat proc-ing item (weapon, shield, etc.) using EQAdmin and EQItemEditor, or would I need to use something else, or can it not be done? And if it CAN be done, what's the easiest way to do so?

Second, can I create custom items that use custom spells?

Third, how do the emulator, and EQAdmin, and EQItemEditor all handle the interpretation of custom spells created by the EQSpell Editor? Do I have to do anything special to get the to recognize new spells?

And lastly (for the moment anyway)--and this question probably actually belongs in the 3rd party tools board--does anyone have a help file or readme file or anything along those lines that would help explain for me the different fields and their appropriate values in the EQSpellEditor? I asked Kaiyodo through PM but haven't heard anything back yet.

Any info is appreciated.
