EQEmu startup speed

When I start up the world and zone servers while in WinMe it takes about a minute for the world server to be ready, same goes for the zone servers. But when I run them under WinXP they're ready in just a just a few seconds. Anyone know what causes this? I also have this prob when I start up the EQEmu Admin Tool.
