The faction and merchant database tables have changed substantially in the last couple of releases. If you did manage to find a copy, it may or may not even work with the current database schema.
(Edit: not so much the merchants, but there is a new feature added to the npc_faction_entries table. Depending on how IEQ operates, it may or may not have a problem with this.)
