I think it was called "Windows Application Compatibility Toolkit" and was put out by MS during 2002.
I remember cause I had to start using it when MS changed the way the mouse worked on the client. It also ended my Xylobot program (never worked right again).
I think it was needed for win 98 users and maybe older versions of XP.
If you can't find it, I may have it stashed somewhere and might can post a link for you.

I have the same issue of my mouse flying to the corner in Full Screen mode. I tried downloading the windows application compatibility toolkit but it doesn't work. I was wondering if you could send me the version you have. Mine is 5.0 and I think it is for vista and it doesn't work.

I found my own copy of ACT 2.6. Mouse works great now
