I gave up and began working on the values of start_zones and starting_items. when I was done, I fired up the eqemu and began testing character creation to make sure that character start out correctly. I have found a few missing settings for certian character combination. I happens on the answer in the eqemu command line. Behold, There was the info I need to change froglocks start point.
