Well, I don't see any issues with your config file. The only thing I would consider trying from the config might be to change your server name to something simple instead of having !!!*!*!***!! in it and see if that makes any difference, though I don't think it will.
The only other thing I can think of is that you MUST have some kind of firewall running on your system that is blocking it. It could be anti-virus programs, or windows firewall, or another program that is blocking it.
Which operating system are you running on? If it is Windows Vista, there have been many reports of issues running a server on Vista. I don't think I have seen anyone confirm that they were able to get one running on Vista properly so far.
