For any config changes you make after starting EQ, you have to exit EQ completely and restart it for the changes to take effect. So, after you change them it is best to just exit out right after and restart.
Weird, after playing for some time with the client I have, this suddenly happend to me, just delete your EQCLIENT.INI in yor EQ folder then start up EQ. Dont know what bugged the ini out but that fixed it.
I dont have this problem but another, some NPC in old cities are old model mixed with other that are new models, look a bit weird to see these old fashioned Ogre or troll next to the new ones
