The only way that NPCs shouldn't be able to hit you at all is if you are doing something really weird like editing insane stats or 100% shielding, or are extremely high level. Or, more commonly, if you have turned on "#invul on" to make your self invulnerable. But if you are invul, you should be getting combat messages that say so.

All of the characters that I've tested have been level 60, the database and stats have not been edited. All NPC's regardless of level have the same issue.
Invulnerability is not on either.
I'm using the latest release of PEQ on a minilogin server.
Could it have something to do with the map files? Do the map files contain information about the NPC's and their hitting ability?

I believe that the .map files only effect the NPC's Line of Sight, which should not effect melee damage in any way. It only effects detrimental spells and KoS NPCs. Neither of those can work without .map files.

What is the message you get then whey try to hit you? Is it something like "Name tries to hit YOU but misses!"?

The only thing I can really think of is maybe you are missing some required SQL. You found this problem right after you installed the server for the first time before you made any special changes at all? Are you running a dual core CPU or Windows Vista on the server PC?

Yep I am running a duo core, but the server machine is XP 32bit.
It might be the SQL files, although I cannot recall having done anything to have caused that.
Should I just backup the character information and completely re-create a database?

Issue i found with this... mobs have a hard time hitting on a defense skill above 300-320

if u #setskillall 400 yourself.... it makes mobs have a very hard time hitting you i found
