Go to the Commands table of your database. There are a few that I would recommend allowing even people with 0 status to have access to, such as the 'refreshgroup' command, which can sometimes help in solving group issues. Also, #loc is pretty handy, as it avoids the confusion of /loc (which gives the coordinates in YXZ format instead of XYZ).

Go through the list, it's pretty straight-forward. Just change any from 0 to whatever you feel they should be.
