k, im pretty close to having this back to where I was, but im stuck with:

Ive tried a number of different ways I could input IP addresses including 127.0.0.1, Localhost, and my static IP address 192.168.2.2 in all the different fields, I still come up with this error. Searched on the boards, Nothing is commented out, looks like everything is in good order, but no go.

Found an older Loginserver.ini and eqemu_config.xml and used the format i had there and it worked like a charm, now im gonna log in and check and see if the quests are still broke dick

Quests WORK! HAHA. Im sorry if anyone else has this problem -- BUT I HAVE NO IDEA WHAT I DID. Reinstalled everything 1000000000 times and then reinstall it all at once and get mad errors and google / search them and log in and have it work. thats my solution
