Anyway ..It's been a long time since I have run a server but, If I recall correctly I believe your problem is being caused by your batch file to start eqlauncher - where you type zone - if you're using Angelox db you type zones, if you're using the projecteq db you type zone. So add an "s" to zone if you're using Angelox DB.
I might be way off - if I am, sorry...but that looked familiar and I'm almost positive that's what caused it.
