Just out of curosity is the value of 0 a default setting:

[05.09. - 01:53:46] [RULES__CHANGE] Set rule Character:MaxExpLevel to value 0
also check to see what status level everyone needs to be to enter common zones. sometimes it's set too high and non-GMs cannot log in to the zone. If that happens to be the starting zone, then viola...
