Im clueless to how this works but i want to have a soloable or solo + bots progression server. i want zones to be unlocked per toon not per server.

There is probably a simple way to do it that I don't know of but yeah basically what you said. An NPC checks to see if all flags requirements are met, then gives you a flag that grants access to xxx zones (or a whole expansion, whatever).
