Make sure the NPC you are trying to check quests with actually has a quest script associated with it in the quests folder. Also, you probably want to check your logs folder to see if there are any errors in the log files that might point to the cause of your problem.

i checked it out and as it turns out the server loads the quest files and the prson i was checking out did have a quest its like perl isnt working correctly bcz NO quests r working at all even in pok willamia is supposed to be sitting down and i know thats a part of the perl im on vacation atm so im away from the server and i dont have remote access so ill post logs and config as soon as possiable
