I just found the UIErrors log and it says:

Warning: file EQLSUI.xml not found in directory UIFiles\default\. Attempting to use file from Default skin.

Couldn't open or read UIFiles\default\EQLSUI.xml

Error reading XML

Error Loading skin: loading default skin instead

edit: I'm not sure whether or not this is causing the game to not start

That's most likely the issue: the EQLSUI stuff handles the splash screen and EULA and login screen stuff so it's not surprising the game can't run without them. If you have a working copy in one spot then perhaps you can just get the UI from there to use.
