If you tried a lot of ways to fix the 1017, you should also make sure you flagged your eqemu account...

Not flagging my eqemu account was giving me that error...

Flag an account by going to EQEmu folder via DOS and typing:

world adduser eqemu eqemu 200

As for your character creation problem, sorry dude I never had that problem :(
