Update... fixed it after a long time of it being terrible.

AT&T Uverse DSL modem / router loves to block connections even if it is port forwarded! (if multiple connections are coming in)

To fix it...

Set a 2nd router as a DMZ with the ports forwarded to my PC hosting the test server.. and magically people could connect / disconnect without getting blocked by the terrible router that AT&T forces you to use.

Yay .. lol

So if anyone has this problem with AT&T this might be a fix for you too lol
