This has been happening on some clients for like 2 years now. I made a post about this is awhile back but nobody got to me. I ended up having to hardcode restrictions on the use of these monk abilities in the source code itself.
This is definitely something that should be officially fixed since it can cause major balance issues.
I have also noticed, with the same client that this happens with, does not have the issue in the official PEQ server, just private servers. I've never been able to pinpoint why.
