A lot of people have been working at removing all the non-classic drops independently, on various servers.
It's kind of a shame people aren't sharing their databases in this regard.
Why don't you send Furniture a message? Not sure exactly what he is in regards to The Vengful Soloist anymore, but he still makes code changes from what I can tell on the forums. And he did a lot of work making it classic.
Maybe he could help you with this? I'm pretty sure others have done the same thing in the past.
Best thing to do in my opinion though, is for for whoever has the official copy of the database for EQEMU to store various versions of the database.
Just as a guess I'd say most "Classic" servers seem to stop at Velious. Some go to Luclin and PoP.
GoD and OoW don't seem to be that popular with anyone. Maybe "cleaned" databases for Velious Era, Luclin Era, and PoP era would be in order? And if you wanted items included that later got nerfed into the casino or outright removed or altered you could do it manually.
As regards your idea of a classic server, totally on its own...
Think about it. It's pretty easy for a mage or necro to solo on up. But a warrior, paladin, sk, rogue starting with that short sword?
Doable I guess. But then what? If you don't have boxing then they are severely limited on what they can do, super farmed gear or no.
On most of these classic themed servers the problem is masked slightly by the starting gear, the out of era quests, and the fact that you can get your necro main or whatever to farm you some centi shortswords.
But it's not so easy if you don't have that, for some classes at least.
