Your path is wrong.

In your system path there should be a semicolon separating these two

What you have:

What is should be

Path = C:\Program Files\TortoiseSVN\bin\;C:\Program Files\MariaDB 10.0\bin

Sorry about the spam! i got all the way to the point of where im trying to login to the server. im not seeing the server i renamed from the default to mine. i appreciate the help so far!
