Having looked into it in the last ten minutes:

It appears to be possible to disable hardcoded zonelines by making some minor edits to (binary) clientside zone files. Patching zone files in this way and replacing them with your own scripted areas/proximities that trigger zoning is probably the only sensible way to do custom zonelines.

Editing zonelines on the clientside looks too complicated to be worthwhile. It's all bound up with BSP tree regions in older zones, and the destinations of zonelines all look like they must be hardcoded table lookups -- it's not clear where that data would be coming from otherwise. (Not that I really know about that stuff.)

Dunno about any non-hardcoded zone lines.
