Zones 724+ are part of the Veil of Alaris expansion, so you will need to be running the RoF2 client in order to be able to zone into them.
Also, there will need to be entries for them in the `zone` table. The current peqdb zone table has them, but if you're running an older database, yours might be missing them.
The EQEmu database population project isn't anywhere near catching up to the VoA expansion at this point, of course, so you'll likely be zoning into empty zones, as... eqemu2010 there says.
