Same issue here with my steam ROF+ client, no particle effects and no sound.

/showspelleffects on with no change.

I tried copying spellsnew.edd and spellsnew.eff from my Underfoot client and still nothing.

This issue is solved on my end, unfortunately I did not find out what was causing the issue or how to fix it, I just overwrote my directory with my backup.

This is due to your spell file having more than 40,000 entries.
