"cd" changes directory... he was telling you to open a command prompt and navigate to the server's directory. he missed a slash "c:\" then rest of path.

load up heidisql. i believe that comes with server install? if not install, it's free. go to the dB, which is named "peq" by default, and find the Acccounts [sic].
i don't have it in front of my eyes, so similar to "Accounts" - it's in the top 1/3rd of the many tables listed. there's 2-3.. an obvious field name will stand out for status etc.
simply type 250 or whatever into status field for your account -- again if not "status" it will be the only field that will make sense.
make sure to 'post' any edits, if it asks. don't try to add accounts or anything here. in general don't do this sort of thing :p
