You need to figure out what is causing this:

World logs are the best place to start..then check out the zone logs.

You may need to open a command prompt and start world.exe manually to catch any console messages..
..you can also do the same for zone.exe. There may be some boot-up messages caught there.

(Sometimes a server process can error out before the logging system is initialized.)

If there are no messages there, then I'd go back to ports as being an issue.

Since you can get to the character select screen, the login config should be working fine.

EDIT: Media streaming services have been known to hijack used ports..

EDIT2: Try posting a zone log using code brackets if you're still getting the too many images error (i.e., [code][/code].)
