I found the Issue it is the spells_us.txt file from the project99 download.
What you can do is download the original from titanium or any after and replace it with the one from project99.
See when you set up your server to emu on you used there P99Files47.zip and there spells_us.txt is for there project and theres alone so if you use it in any emu server that goes past Velious you going to have that issue.
The spells you will have issue with are all those added after Velious. Here is the correct one you should use.
