After doing some more research, I found
this post from ChaosSlayerZ who explains that you need to use
Notepad++ when you are editing the eqstr_us.txt file or else it becomes corrupt.

After making Huppy's suggested changes using Notepad++, I was able to login to the game, error free, and I could now see my newly added line 9190 performing beautifully in game.
