Either download Lurker's DB from http://prdownloads.sourceforge.net/e...n.zip?download
or mine from http://www.edwardpinniger.bctalk.net...ta1.1beta3.zip

and install them (instructions are in the readme)
either way you should have plenty of mobs/NPCs in most zones (though many Velious zones and all Luclin ones are missing in my DB) as well as loot, merchants etc.
