In your Dragon Necropolis example, you might be loading the wrong models for the zone. For example - there are maybe 10 dragon models in the race of Nagafen. Nagafen may not be available for you in Necropolis, but his buddies might be. You just have to switch the models, genders, and races until you find what you want. I've seen Zlandicar in there.
