slight problem with NPC SCripting...

One little problem.

When i go to hail the npc that i made the quest for it says it can't find a quest file. I named the quest file ecommons.qst, since its in eastcommons, and put that file in my quests directory (or one i made) inside the emulator directory. Am I doing something wrong?
