well there are alot of ultima online emulators but one you should look for is called RunUO its verrrry stable and can hold alot of players(the minimum amount of players ive had was 3 and the max ive had all at once was like 15(can go higher)(all admins an gms cept for a few players)) its easy to add items,quests, and scripts(to make your server move "custom"). if my copy of UO still worked id still be running mine.
best thing was the server software was kind of a compiler in itself as the items and scripts were made using C++(or something like that) but it was easy to make items cause things were pretty obvious(ex:itemname,stats, and thelike)
