I was able to create a HIE Wizard and log into Felwithe but could not zone, etc.
Now that you have logged in for the first time on your server, just click on start>run>type "cmd" (without the quotes), hit enter. Now, in the DOS command window type the following (hitting enter after each line):

cd c:\eqemu (assuming this is where you have world.exe, if not cd to where you put it).
world flag yourloginname 250
yourloginname is the account name you use to login to EQEMu servers. Now close the DOS command window and you now have server_op privileges...

This was all assuming that when you said:

That you meant you could NOT use the #zone command and so-on..... Now that you have given yourself server_op status, you will have ALL commands... Just type #help in game to see the WHOLE list hehe... G'luck to you..
