Thats normal, you can't make characters on any 5.7 DR2 server with the latest EQ live patch. The test server probably has some newer test code that is supposed to make it compatible with the latest patch but is causing weird problems. Or its just laggy. Its really hard to say with the new patches how far along they are because the devs usually don't post anything about them here until they are done and have been running a day or two to make sure they work.
