When the code refers to localhost as the zone.exe file, it tried to find the file on the users computer. It needs to be set to an actual IP for other computers not running a zone.exe to play on it. It might be possible to play on another server with localhost specified as the host if you have a null server running, but that really wouldn't make much sense. What sotonin said about the ports is most likely true, verify your router is allowing those ports to be open.
