problem with making server

ive downloaded all the files and unziped the dumpeditems file to mysql\bin but when i go to do the command (source newdumpeditems.sql it works for a few seconds and then says error

ERROR 1146 (42S02): Table 'mysql.variables' doesn't exist

anyone know what that file is or where i can find it ?
