Issue logging in to eqemu in windows 10

So I was seeing if I could login to my server on a friends windows 10 pc by going through the login.eqemulator.net:5998. Titanium client seemed to boot up fine on his compoter but could not establish a connection with the eqemu login server (ie: gave "scheduled downtime" error). His internet was fine. I went back home and tried the exact same client on my win 7 pro pc and I was able to login fine. What was likely to blame? Perhaps a firewall or windows 10 setting?
