I was wondering if all those problems arent due to the "optimization to allow RTC (dialup modem) to connect to EQemu"

Because I was hosting an 3.13 server without a problem but now, no one can log on my server. And since the only ones i really want to connect (no offense, i did the server to play with friends but its open to all :p) are all on DSL or cable connection and were able to connect on the 3.13 ....
